Proposal Objective:

SI is preparing for an upcoming USAID/Ethiopia Collaboration, Learning, and Adapting (CLA) Platform. The project is envisioned to:

• Enhance deliberate learning focus to drive program results faster than traditional MEL.
• Generate fit-for-purpose data to adapt and improve development programs.
• Improve data literacy, including the ability to generate, comprehend, rigorously analyze, and apply data generated by both USAID and broader development actors.
• Share CLA practices and expand the use of CLA across the Mission’s implementing partners and government counterparts.

The project is expected to last five years.

Position Description:

SI is seeking a full-time Head of Office to oversee and manage the project office in Djibouti, and direct technical activities with USAID/Djibouti. This position will be full-time over the duration of the project, and will be based in Djibouti.

**Please Note: Only candidates with Djiboutian citizenship will be considered.**

Responsibilities:

• Manage and oversee the project’s office operations in Djibouti.
• Coordinate closely with the Evidence and Analysis Director in Addis Ababa on resourcing and completion of technical activities requested from USAID/Djibouti.
• Oversee technical activities in Djibouti.
• Work with USAID/Djibouti, implementing partners, and other stakeholders to ensure learning is occurring across activities.
• Supervise and oversee a Senior MEL Advisor.

• Advanced degree or higher in a related field.
• Excellent project management skills.
• Prior experience overseeing office operations.
• Demonstrated technical skills/knowledge/understanding in MEL, M&E and/or research.
• Proven team supervision experience.
• Excellent English language written and presentation skills.
• Previous experience supporting USAID-funded contracts preferred.
