OVERVIEW OF THE POSITION
Our client WFP is looking to hire a Field Monitor in Somalia with the responsibility for monitoring food chain management and providing program support functions, with the aim of saving lives and protecting livelihoods in emergency and early recovery situations. Activities to be monitored will include:
- General Food Distribution/Targeted Supplementary Feeding Program (GFD/TSFP) [protection ration/wet feeding].
- Food for work/assets/training.
- Maternal child health and nutrition.
- Blanket supplementary feeding program.
- Institutional feeding (inpatient/family).
- School meals/take home rations.
- The purpose of this role is to ensure that food aid reaches the intended recipients in the correct quantities, working with the WFP AO staff in Mogadishu.
- The position will involve extensive field work in districts across Banadir, middle Shabelle and lower Shabelle regions, and will include overnight stays in these locations.
- The position will be responsible for the monitoring of food aid distribution as per the M&E plan and the provision of accurate reports.
- The Field Monitor reports to the Leader.
- Monitor the implementation of WFP assistance programs.
- Monitor and review food deliveries, storage, transport and distribution at the designated sites and verify if the amounts received have been properly recorded, damaged or suspected to be damaged.
- Conduct community level hut/head counts.
- Review beneficiary verification at the filed level.
- Supervise the efficient distribution of food items at the site to ensure proper distributions of entitlements and verify that proper entitlements are distributed.
- Undertake post-distribution monitoring by obtaining beneficiary perspective and feedback reports.
- Conduct market price data collection.
- Review delivery and visitation of Food Distribution Points (FDP’s).
- Collect information and assess cooperating partner capacity, based on defined criteria/checklist.
Commodity supply chain monitoring:
- Monitor handover/takeover of food between transporter and Cooperating Partner (CP) or FAM, and reporting any discrepancies between physical arrival and delivery documents.
- Check and report if transporter arrives at destination on planned date and is carrying relevant delivery documents on each truck, i.e., waybills.
- Inspect cargo being delivered and check for and report on any signs of tampering.
- Monitor and report 10% random weighing (CP should weigh the consignment on arrival and report any discrepancies in weight).
- Check that the signing and closing of waybills is done properly and report any discrepancies.
- Identify any concerns with the food distribution arrangements and report them
- Ensure Field Level Agreement (FLA) compliance by checking that the CP has staff on the ground in accordance with the terms of the FLA and budget, as well as security of the FDP, beneficiaries, etc.
- Distribute beneficiary feedback hotline cards directly to beneficiaries of FDPs being visited.
- Provide accurate reports in the formats provided.
- Conduct regular meetings with community leaders and CPs to discuss distribution arrangements, food entitlements and other relevant issues.
- Assist the TL or SM to assess further need for food aid in emergency or other cases.
- Perform other related activities as requested.
The Field Monitor shall submit to the Senior Monitor, through the Team Leader, weekly updates every Tuesday morning, weekly narrative reports every Wednesday morning, monthly narrative reports not later than the 10th of each month, and special reports as requested by the Program Manager from time to time.
This role does not have team management responsibility.
§ Bachelor’s degree in any social or natural science discipline.
§ Minimum of 5 years of demonstrable relevant Monitoring & Evaluation experience.
§ Minimum of 5 years of experience in Africa with local experience in Bossaso is an advantage.
§ Fluency in English and Somali are essential.

- Bachelor’s degree in any social or natural science discipline.
- Knowledge and understanding of project M&E.
- Understanding of the current M&E trends and especially M&E systems in development organisations.
- Knowledge of data collection software.
- Knowledge of participatory research methods, participation action and learning.
- Contextual knowledge of Somalia.
- 3 to 5 years experience in M&E, with emphasis on food security programs, with Bachelors degree.
- Somali as first language, and excellent written and spoken English.
