<p>We are currently recruiting for the position of Medical Doctor &amp; Surgeon, based in Jowhar</p>
<p><strong>General Purpose of the Job:</strong></p>
<p>The Jowhar Medical Doctor &amp; Surgeon will participate in the clinical &amp; surgical aspect of the Jowhar maternity and give support to other aspect of the project e.g. OPD, MCH,OR and SC according to the necessities. Work in close collaboration with other medical supervisors, assist in organization and supervision of the medical team and contribute to setting-up of medical and surgical services in Jowhar and subsequent support to other MSF E projects or emergencies intervention when requested or needed.</p>
<p><strong>Specific Responsibilities and Tasks:</strong></p>
<ol>
<li>General Knowledge of MSF and Safety at work:Provide surgical and clinical services in Jowhar maternity.To give medical support to Jowhar OPD ,MCH,OR and SC.</li>
<li>OPD:Conduct 2nd line consultations on patients whose pathological status exceeds the knowledge and skills of the OPD consultants.Prescribe treatment according to MSF protocols</li>
<li>Maternity/MCH : Supervision of diagnosis and treatment of both out and in patients in Jowhar maternity.</li>
<li>Management of Surgical Department (OT):Organisation of the OT on daily basis.</li>
<li>Surgery and related issues.Consult and identify patients requiring surgery, emergency intervention and/or resuscitation</li>
<li>Stabilisation Centre:Monitor the nutritional and medical treatment in SC.Involvement of the staff in the planning, providing feedback of the past month achievements, and to regularly evaluate the achievements according to set indicators.</li>
<li>National staff Health:Responsible for the national staff health and follow the national staff health policy</li>

<p><strong>Additional Tasks:</strong></p>

<p>We are currently recruiting for a Country Director based in Mogadishu, Somalia with 25% of your time spent in Nairobi. The Country Director will undertake overall responsibility for managing IRW’s interventions in the country to the Country Programmes and Regional Strategies, outlining resource requirements of the programme, and periodically reassessing the programme to meet its short &amp; long term needs. The core responsibility of the job will be to strengthen IRW’s visibility and to ensure that all programme activities are implemented, monitored and evaluated in a timely manner and in line with IRW’s strategic parameters.</p>
<p>The Country Director will be responsible for managing a team of 140 national &amp; international staff. You will be monitoring risk management and ensuring compliance &amp; quality improvement of the country programme. In addition, you will be reviewing and reporting the progress of finances (with a budget of over £12.8m) to the International Office in Birmingham and to project donors.</p>
<p>The successful applicant will need to have previous experience working in a senior management position in an INGO working in developing countries in rehabilitation, development or emergency contexts. The job holder should have previous knowledge and experience of fundraising from and dealing with EC, ECHO, UN and DFID. In addition, in depth knowledge of overseas management experience with an International NGOs is essential as a substantial part of the post involves Community Development, Social Protection, Food Security and Urban Poverty.</p>

<p><strong>JOB SUMMARY</strong></p>
<p>The Program Officers are responsible for the project implementation and contribution to the effective implementation of the Rural Women Program by working closely with the beneficiaries, local authorities, partners and CARE staff working in the area. He/She will facilitate the sooth running of the day to day project implementation including but not limited to trainings, Participatory Rural Appraisals (PRA), education, natural resources management, community mobilizations, selection of beneficiaries, establishing representative committees and developing community based work plans.</p>
<p><strong>KEY RESPONSIBILITIES:</strong></p>
<p>R-1. Project Planning<br />
R1.1 Mobilize, orientate program stakeholders at field level to actively participate the planning, implementation and evaluation stages of the projects.<br />
R-1.2 Prepare a detailed monthly action plan in every month and share it with the SPO for final review and approval. Identify clearly the specific problems to be addressed by the action and the perceived needs and constraints of the target groups and particular how the action will provide the desired solutions.<br />
R-1.4 Ensure timely field assessment visits are conducted to project sites to guarantee that the needs of the site are consistent to those proposed in the project and further ascertain whether the project will actually benefit the intended beneficiaries.<br />
R-2 Project Monitoring<br />
R-2.1 The PO will also be responsible and required for project monitoring and evaluation to regularly collect comprehensiveness data on the quantitative progress of the project and the qualitative achievement of indicators and observing the level of community participation and in particularly the intended percentage of target women groups during the identification of project target beneficiary and implementation period.<br />
R-2.2 Facilitate surveys, monitoring and evaluation activities in liaison with the senior program officer. Counter-checking (project inputs) proposed activities against implemented activities and project duration are proportional.<br />
R-3 Reporting<br />
R-3.1 The PO will also be responsible for reporting and representation and will be expected to ensure a good flow of information and good communication between field, submit weekly reports/ monthly update /quarterly and annual reports to the Senior Program Officer, maintain project visibility as required by the donor at all times and participate in relevant networking forums and other CARE organized/other non CARE functions as called advised upon by the program Manager.<br />
R-4 Capacity Building<br />
R-4.1 Identify areas in which beneficiaries/participants are showing weaknesses. Provide relevant advices and recommendations for improvements to rectify the weaknesses.<br />
R- 4.3 Foster participatory panning and monitoring by training and involving primary stakeholder groups in target community groups.<br />
R-4.5 Maintain utmost good relation between the local authority/community and CARE in an effort to promote a good working atmosphere/environment</p>
<p><strong>REQUIRED QUALIFICATIONS AND EXPEREINCES</strong></p>
<p>Bachelors Degree or Diploma in social sciences, or related field;<br />
At least two years experience with a reputable NGO in a similar capacity with solid experience in livelihoods, education and peace building and governance;<br />
Excellent TOT skills, demonstrated to work with a team or as part of a team, complemented with excellent team building, coaching and mentoring skills<br />
Demonstrated understanding of community engagement/participation techniques, (PRA);<br />
• Experience working with pastoral communities;<br />

<p><strong>POSITION PURPOSE</strong></p>
<p>The Deputy Country Director (DCD), in collaboration with the Somalia Country Director (CD), is responsible for the ongoing program planning and development, donor representation, and daily oversight and management of Adeso’s Somalia programs. The position is based in Nairobi and Somalia with regular travel to program sites in all Somalia. The DCD reports to the Somalia CD. The DCD is responsible for the all operational activities of programs in Somalia, including oversight of logistics and security. The DCD, under the guidance and direct supervision of the CD, is responsible for the planning, design, implementation, supervision, and expansion/development of the Somalia program portfolio. The DCD oversees the technical and program teams, including the Managers/Directors, Technical Advisors and the M&amp;E team. The DCD is responsible for ensuring that all programmatic deliverables are met, that programs remain on schedule, that program quality is assured, and that staff have access to all necessary technical resources</p>
<p><strong>SPECIFIC ROLES AND RESPONSIBILITIES</strong></p>
<p><strong> Program Management </strong></p>
<p>• Provide policy guidance, training and ongoing guidance to all program staff for Somalia</p>
<p>• Ensure all activities are conducted timely, cost and quality effective</p>

<p><strong> Human Resources </strong></p>
<p>• Oversee the recruitment and selection of qualified program field staff for Somalia, recommend promotions, disciplinary action and termination of staff in consultation with supervisors</p>
<p>• Collaborate with security officer/CD to maintain security of staff in all locations</p>
<p>• Make frequent site visits to facilities to ensure that appropriate care and training are being conducted and to offer support to field staff</p>
<p>• Maintain open lines of communications with all field staff</p>
<p><strong> Training/ Capacity Building </strong></p>
<p>• Determine training needs for the field staff</p>
<p>• Train senior national staff to increase their responsibilities in order to build capacity and ensure sustainability of programs in South Somalia</p>
<p>• Advocate and plan for professional development for expat and national staff</p>
<p> Working Relationships</p>
<p>• Maintain frequent communication with Country Director to ensure program activities and objectives are communicated</p>
<p>• Work with Finance Manager Somalia, Program Quality team, Security and Logistics staff to ensure the coordination of programs</p>
<p>• Attend coordination meetings which are relevant to Somalia program activities</p>
<p>• Represent the organization at task force meetings, assessment missions, coordination meetings, UN coordination meetings, INGO coordination meetings</p>

<p>• Serve as a liaison with Donors on matters related to the program to ensure financial and programmatic accountability to donors</p>
<p>• Establish and update contact details of potential donors in-country</p>
<p>• Participate in donor meetings and communicate relevant information to CD</p>
<p>• Work with key donor staff to develop and maintain optimum financial and programmatic relationship</p>
<p>• Ensure maximum visibility of the agency amongst the NGO community</p>
<p>• Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors</p>
<p><strong> Security </strong></p>
<p>• Monitor security level and consult with the Regional Security Manager to upgrade or downgrade security level</p>
<p>• Responsible for ensuring that Incident Report Forms are completed and submitted to CD in a timely manner (within 12 hours)</p>
<p>• Ensure application and compliance of security protocols and policies</p>
<p>• In cooperation with the Regional Security Manager, monitor the security situation and inform the Country Director through weekly security reports</p>
<p>• Collect and document local security related information (social &amp; political context, external players, presence/reasons for conflict, military developments, political economy of armed groups), and communicates to the Country Director</p>
<p>• Collaborate with local agencies to aid with security management</p>
<p><strong>SKILLS AND QUALIFICATIONS</strong></p>
<p> Minimum of five years as senior field representative of an INGO/IO/UN in a complex emergency environment, including senior donor liaison and program management.</p>
<p> Knowledge of an direct experience with donor rules, regulations and reporting standards (particularly USAID/OFDA, EC, ECHO, OCHA, and DFID);</p>
<p> Experience managing a large team of international and national staff in an insecure environment.</p>
<p> Proven track record of successful proposal writing with major donors, and sound knowledge of donor practices and budget/financial control.</p>
<p> Masters degree in Public Policy, International/Humanitarian Affairs or similar.</p>
<p> Experience working in an insecure environment.  Cultural sensitivity and a commitment to national staff development.</p>
<p> Practical field experience in multiple target sectors, including Food Security, water and sanitation, education, community mobilization, livestock, livelihoods, protection.</p>
<p> Experience in single year and emergency-funded programs, project start up and training local staff.</p>
<p> Self-motivated, able to work effectively in a sometimes harsh and unpredictable environment.</p>

<p>• Develop and maintain keen understanding of issues affecting both the media community and the media development community in Somalia, including security and political factors.</p>
<p>• Establish and maintain an active contact database and strong relationships with media outlets, institutions and development organizations, governmental institutions, members of parliament and other representative bodies, human rights organizations and civil society.</p>
<p>• Promote and publicize project activities using a wide range of effective and appropriate PR and reporting materials.</p>
<p>• Develop roles and responsibilities for staff and partner staff.</p>
<p>• Ensure that the expenditure of all funds advanced for the purpose of the project is made in compliance with funder regulations and Internews policy.</p>
<p>• Write quarterly and other reports, as required by the Country Director.</p>
<p>• Manage the transcription of town hall meetings, radio programs and various meeting minutes.</p>
<p>• Write the final recommendation report for various stakeholders .</p>
<p>• Perform other duties assigned by the Country Director</p>
<p><strong>QUALIFICATIONS:</strong></p>
<p>• Minimum of 2 years of Program Management experience, preferably with International Development experience</p>
<p>• Working knowledge of donor rules and regulations</p>
<p>• Working knowledge of Somalia political systems, both federal and regional.</p>
<p>• Willingness to work and travel throughout Somalia, based in Nairobi/Mogadishu.</p>
<p>• Mother-tongue standard fluency in written and spoken English .</p>
<p>• Somali language and/or knowledge of Somalia and its culture preferred</p>
<p>• Bachelor’s Degree in relevant subject or equivalent professional experience</p>

<p>• Minimum ten years’ experience working on donor-funded projects in a role related to finance and operations.</p>

<p><strong>Responsibilities and Tasks: </strong></p>
<p>1. General Knowledge of MSF and Safety at work: Provide surgical and clinical services in Jowhar maternity.To give medical support to Jowhar OPD ,MCH,OR and SC</p>
<p>2. OPD: Conduct 2nd line consultations on patients whose pathological status exceeds the knowledge and skills of the OPD consultants. Prescribe treatment according to MSF protocols</p>
<p>3. Maternity/MCH :Supervision of diagnosis and treatment of both out and in patients in Jowhar maternity. To ensure that every patient under his/her care has the medical &amp; obstetric history taken, received right prescriptions and daily observation and follow up written.</p>
<p>4. Management of Surgical Department (OT):Organisation of the OT on daily basis</p>
<p>5. Surgery and related issues:Consult and identify patients requiring surgery, emergency intervention and/or resuscitation</p>
<p>6. Stabilisation Centre:Monitor the nutritional and medical treatment in SC.</p>
<p>7. National staff Health:Responsible for the national staff health and follow the national staff health policy.</p>
<p>8. Management issues:To have regular meetings with RH supervisor and medical staff on demand</p>

<p>Education:</p>
<p>• Official Bachelors degree of Medicine and Surgery from a recognized national/international institute.</p>
